Hard to tell with blues on. Google caulerpa verticillata and mulm.

It kinda looks like some kind of a bacteria bloom. Do u carbon dose ur tank?

I have used sugar and no pox over the last month

That can be the reason. I used to run zeovit and I used to get algae looking things on my rocks that nobody can explain what it is. I would suggest, do only one carbon source and see how things go. So don't dose sugar.
