i have a pair of oscellaris clowns and the female will not eat and hasn't eaten for about 4 days now. she is on the bottom and almost laying sideways and breathing heavily. my parameters all seem to be fine except my ph which is about 8.1 which I thought was ok? anyone have any suggestions on what I can do to save her?

Any discoloration, excess slime or mucus on body? Fast breathing and not eatting are usually the first signs of velvet or brooklynella, both of which are highly contagious and usually introduced with new fish that weren't put in QT first.
As far as parameters, don't assume or just say they are fine, do tests and post numbers when asking for help, otherwise its much harder to narrow it down.

she is a little a darker in coloration than the other clown. I just did my tests and got ... ammonia=0 nitrite=0 and nitrate=0 ..... what should I do? she can barely stay upright and shes on the bottom. im making water to do a water change right now should I go ahead and set up a qt? what medications will work if it is brooklynella?

You should be able to see Brookynella a mile off. The clown would appear to have a white coating to the central body. It does kill very quickly and is highly contagious. Are these wild clowns? How long have you had them? Have you introduced anything new to the tank?

Please post an image of the clown if possible and age of the tank.
