Please help with Porky Puffer. What is this?

My favorite pet fish Happy has something on her. I have had this fish for months since May 1st. She had ich on arrival and I treated her with ttm. I quarantine EVERYTHING wet(had to learn the hard way) according to @Humblefish's guide. I had a power outage last night and her tank had no filtration until this evening.. so almost 24 hours. She is in a 75 with 15 gallon sump. Temporary tank I know this is too small. They have a 5 ft 125 gallon they were about to go back in. She seems very active & no distress. This was on her fins tonight. It looks like ich... nothing on the melanurus wrasse, trigger or falco hawkfish. I follow very careful precautions with any possible cross contamination from other fish in quarantine. No shared equipment, more than 10 feet away, wet hands etc.. I do not want to think that this could be ich but it looks like it on Happy. Please give me your advice? Thoughts?

Definite areas of concern.

Eyes look infected or afflicted.

Spots on fins resemble ich. But the picture isn't super clear.

Could it be lympho? Do they look cottony?

Her eyes have looked like that the entire time I have had her. I thought parasite also and treated her with multiple rounds of gc and fed her metro also. The pic is terrible sorry she's trying to get me to feed her again... I wiped the water spots off the front of tank, is this pic any better?

It looks like you sprinkled bleach on colored paper... more cottony

Just to update it was definitely ich. I'm doing ttm and treating again for parasites with gc in food for 10 days. I finally figured it out as to how ich got in her tank. I have had a pair of maroon clowns & lawnmower blenny for a year in a different tank with a refugium. They have never had any visible symptoms of ich. I watch these guys closely (beside my couch). They were the only fish that had never been actively treated for ich. I took algae from clown tank fuge and put in puffer fuge. And that's why you always treat instead of just quarantine and observation.
