Please help

I have a 55 gallon tank and I know thats really small for my miniatus grouper and I plan on upgrading but I have had him for about a month now and he has stopped eating completely. I have tried live and dead fish and he won’t touch it. His tail is also closed up and he either hides under the rocks or he’s up on the surface with his back out of the water. He also has minimal itching. I am new to aquariums and don’t know what to do. Any help or tips would be awsome.
 
Heyy. He doesn’t sound like he’s doing too swell post you’re parameters for people to better understand what is going on
 
My LFS says that my water is perfect and they said it is ich which I got medicine for but now what is worrying me is he won’t eat anything and it’s been a week.
 
My Miniatus grouper has these Brown almost looks like hair algae but it’s brown growing on both of his eyes and on his back. Please help identify and cure.

Might be worms. Take a look at this from Meredith's post:

Round worms that aren’t as common in our hobby, but can be treated with formalin dips. Once removed, watch for infection in the areas the worms were attached.

Was just about to say it looks like an anchor worm. Formalin ought to do it in. Most parasitic worms have long proboscis' that extend into the fish, so after they die, you may need to remove manually. Also, as mentioned, have nfg (ideally) or an antibacterial on hand to treat any secondary infections.

I've pulled these guys off fish when sampling the east river that you wouldn't believe. The proboscis' can be 6 inches long on a worm that only looks about 1.5 or 2" externally.
