I just picked up this Mcoskers wrasse and he is just lying in the bucket as I drop acclimate. I see some say it’s normal. Am I overreacting? Please reassure me this is a common thing for this wrasse. I did observe him swimming normal in the tank when I grabbed him.

Wrasses are notorious for playing dead. If you pickup him up, I’m assuming you observed him swimming around and looking healthy before purchase not too long ago. Might just have a drama queen on your hands.
 
I see this fairly often with wrasses. Maintaining temperature can be a challenge and an added stressor if dripping slow for a big salinity shift. Deploy a heating pad, or (warm) hot water bottle to keep the temp shock minimal.

But again, this is very common behavior.

Yes I did he was swimming around just fine
