is this bacterial and ick/velvet? Tiny white spots and that rash thing

If it doesn't look like it's skin is peeling off, and it's just the white dots, then it's just ich.

If the skin looks to be sloughing off, then it maybe brooklynella(sp?) a common but deadly clownfish disease.

Freshwater dips have been reported to eliminate Brook when done daily for a few days. Kinda like TTM. But the fish will need to be placed into a sterile tank to avoid reinfection by the parasites. Lots of work. I'd consider adding a bath in Ruby Reef Rally as well. 60-90 minutes in ph, temp, salinity matched and aerate.
 
Certainly see the spots on the snout, he maybe damaging his skin when rubbing.
Can’t tell for certain which spots (ick or velvet) but it dies quickly that would be velvet.
Any and all FISH must be treated, copper for velvet, copper works for ick as well.

QT all fish and treat,
DT goes fish less for 72-76 days.
