Not sure what this is. Can anyone help me ID it? My phosphate is at .12 ppm and nitrate is at 2.82 ppm. I am currently dealing with hair algae.

Looks like cyano. Suck it out with a turkey baster and you’ll be fine. Hermits should eat it
Thanks I have seen the hermit crabs eating it. I wasn’t sure if I should use something like chemiclean to treat for it.
 
Your phos and nitrate are elevated and supporting this bacteria. Reduce white light intensity, siphon this up and add a pouch of chemipure elite which will keep the Phos and nitrate in check at safe levels.
Add a few nerite and nassarius snails which will also munch on cyano.
During day, add 1ml of liquid bacteria per 10 gallons for about 2 weeks.
