Is this a zoa, filter feeder, or something I should be concerned about?

I’m new and everything to the hobby but it kinda looks like aptasia. Take what I say with a grain of salt.

They kind of look like yellow colony polyps.

if that’s what they are- they are not a pest but can become a bit invasive and take over the rock they are on.

they are a common coral (or use to be a common coral lol) but I do not see them often these days.

I dont think it’s aptasia or majano.

Danger to the zoas they are growing between?
I wouldnt say “danger” but they will fight for space. In your viedo the zoas are closed a bit- that’s probally from stings from the colony polyps. One or the other will win- most likely the colony polyps lol

Personally I have only seen the yellow variety. The lighting may make them appear green, but under white lights are they more yellowish/brown?
Looks more green than yellow but I’d say yellow over brown

Colonial hydroids. Hydroids are a life stage for most animals of the class Hydrozoa, small predators related to jellyfish. Some hydroids such as the freshwater Hydra are solitary, with the polyp attached directly to the substrate. When these produce buds, they become detached and grow on as new individuals. The majority of hydroids are colonial.
You can place Kalkwasser mixed into a paste over them and they will melt off
