It looks like a fangtooth blenny to me, possibly Meiacanthus abruptus or vicinus.Got this fish from local fish store was sent to them with no info and got it for no cost to me they just asked that I figure out what kind of fish it is as they received several of them.

Photos tend to help much more than videos do when it comes to IDing fish IMHO.
I would definitely lean towards an Amblycephalum however judging by the size (which seems to be around 3-4 inch) I believe this is an Initial Phase.
