Okay well i heard it helps with algae blooms and bacteria i do have recently a oily film on top of my water

You can take the UV sterilizer part off and run it inline from your current return. Will probably need a replacement bulb. The film on the top of the water is probably DOC's. The UV won't help with that. A little surface agitation or surface skimming will take care of that. The UV will help with bacterial/algae blooms.

The canister filter can work great for you if cleaned out regularly. Otherwise they tend to produce nitrates like crazy and cause more problems.

Also what is DOC?

Dissolved organic compounds (food/fish poop breaking down) If you get the surface stirred up your protein skimmer will pull them out.
