I use plastx on the inside of my tank and the residue is literally stuck, i cant remove it, its like the oil on plate after you eat bacon except worse.

This stuff is for automotive headlights and has abrasives and is the last thing I would use on my tank. You want NOVUS polishing kit and you may have to use a 600 and 800 grit rouge. sandpaper to work it off. but try Novus first.
Its a petroleum product:

Ok but is the plastx chemicals safe? The scratches are gone, its the residue is what i cant remove, its like a dried chewing gum, if i wipe it off it just spread.

The petroleums are likely causing it. you may have to buff it with novus or similar and do a water test to see if any residue is floating and possibly a water test
