Plumb tanks together without a drain?

So large tank in the middle of the room and another large tank on the side of the room both on a concrete slab. Any good safe way to constantly exchange a decent ammout of water between them overhead?
 
From one tank to the other, or 2 tanks on same sump?
 
If they are on the same level, you can pump water from one to another, but it's near impossible to use a second pump to return it and keep it balanced.
If one tank was lower than the other, you could put a pump in it to move the water to the higher one, which would have to have a drain to move the water to the lower one.
