Bought tank, what is this and how do I plumb it?

Bump.

I haven't seen the RO fittings used before, as it's usually just tubing. But it looks like a Beanimal type overflow. Google that.

The short version is there are 3 drains: a siphon, a trickle which can become a siphon (the one with the fittings), and a dry emergency.
 
Can you get a straight down picture in there? It's definitely the breather tube for a bean setup which allows an open secondary to be open when the water level is normal, and if the water level rises, it blocks the end of the RO tubing, and changes the secondary into a full siphon. This usually happens when the primary slows or gets blocked.

The height of the fittings though make me think that for some reason it's been installed on the emergency drain, and not the secondary.

I would agree. The emergency drain should be the highest of the three. When you research the bean animal, you'll see that the plumbing into the sump needs to be 1"-2" below water level but not more.
