I'm in the process of setting up a used 210 with trigger sump and 30 gallon display refugium. The way the former owner had this set up was one drain line drained directly from the 210 down into the refugium. He has the refugium tank drilled with a bulkhead and a pvc gravity feed into the trigger sump. The bulkhead on the refugium will be about 10" higher than the water level of the sump. I want to run the drain from the refugium across as it is in the picture and attach another PVC pipe to bring that drain underwater to prevent noise and splashing. Hopefully you can get a visual with the attached pictures. Is this safe? How can I make this setup more flood proof. I also plan on using Apex water sensors to shut everything down should there be an issue.

I wouldn't rely on a water sensor, at least v1, fail on me all the time. This seems fine to me, I would probably feel more comfortable with emergency drains on things. No plumbing expert, but have done my fair share!
 
One of the flex lines will drain into the refugium the other will drain direct into the sump.
 
Then what you have set up will work fine. Just put a length of PVC into the sump under the water line to help dampen the sound. You may have to adjust the flow of your return pump. Ultra safe would be to add another 1 inch bulkhead drain from fuge to sump.
