I know that there is going to both sides but what do you guys and gals think about glueing the PVC for the filter it’s going on a 75 gal tank it has a sump but over the top return
 
Not exactly sure what is being asked here. If the tank is drilled and you're asking if it's okay to glue and use the holes for the drain lines and take the return line(s) over the top, the answer is yes. Many do this, including myself, without issue.

If I've totally missed the boat here, provide some additional information and let's see if we can get you the help requested.

ALL slip/slip pvc connections should be glued, even on drain lines. Failure to do so will eventually result in things coming apart, and they do that at the worst possible time.
