Found a 90 gallon tank for sale and the price is great. It has three holes drilled on the underside. Can I use the following plumbing concept as a guide to plumb the tank to a sump? Then glue an overflow with silicon? Never plumbed a tank before

Yep... that's exactly what you could do. Just measure so you get the correct size bulkheads
