Po4/No3 Question

I have a 30g NPS, that Im dealing with high No3.
I have done 80% water, and No3 never goes away. I feed everyother day.
My question is...
Does high Po4 can be the reason of my No3 been so high? Does it have anything to do with it?
Already checked my ro/di, and its reading 0 tds.
My Po4 is at 0.80 (yes its that high! I triple checked)
No3 is 40ppm
I did a 10g water change yesterday.

If the numbers are truly that high and have done the large changes (80%+) then yes I suspect the rocks
 
I dont think high Po4, and No3 will affect any fish, or NPS corals.. unless Im wrong.
To affect a fish I think a nitrate of 200ppm would do something.
 
I would keep on top of large water changes. I am not a GFO user so no experience there. (I have problems keeping my levels up)
