So I have a Madarin who fattened up since i got her, but i wanted to have a solid supply of pods to suppliment. Madarin hunts all day and i think she picks at PE mysis soaked in fish lure attractant.

I seeded the tank and fuge 2x with bottles of pods, but at night with a flashlight i only can spot a few.

I have a mini tank set up pictured,

I got the water temp to room 72F and the salinity close to 1.025 and dumped them in. Its been about a day and half and nothing is swimming around there are couple thousand white specs just sitting on the bottom of the tank.

Are they dead, or just dormant or is this normal?

Oh, i fed with 2 capfuls of Seachem Phyto and a pinch of Reef Roids.

Maybe food comas.

The pods are 2/3rds bottle of Algaebarn 5280 pod mix
 
All you need is a bucket and a banana skin, fill the bucket up with tank water next water change you do toss the banana skin in the bucket and leave it outside in the garden. once the banana skin rots add your copepods. Works in the UK and the weather is crap here all year round.
