Will a mild solution of H2O2 (hydogen peroxide) or citric acid kill these buggers? I have stripped the tank of corals, fish and invertebrates and I do not want to throw out all the water.
Poisonous to bubble algae?

Fairly extensive, but I do not understand why it matters. Do those with proper concentration kill or not kill bubble algae?

I read a post on here yesterday that injecting hydrogen peroxide will kill the bubble algae. If you do a search, I am sure you can find it. I had a horrible outbreak a few years ago and I used a product called Vibrant. It took a few weeks to notice the change, but I have not any bubble algae since. There is a long discussion on Vibrant in the forums.

I’m not sure what you’re planning to do here? It sounds like you have taken everything but the rocks out of your tank and you are hoping to add enough hydrogen peroxide or citric acid to the tank to kill they algae? And then still keep the water? I‘m not sure this is the best plan.
Using H2O2 or acid at a strength that will be enough to kill algae on the rocks will also kill all the beneficial bacteria in your tank and you will need to cycle the tank again. It will also leave the water in questionable condition. I know I would not want to reuse that water and trust it to put livestock back in after having significant amounts of hydrogen peroxide or acid in it.
Typically when someone uses hydrogen peroxide or acid to treat algae on rocks they do it with the rocks outside the tank so they can treat the rocks and scrub them and then rinse them well before returning the rocks to the tank.
Maybe I’m misunderstanding what you are planning to do.
