Picked up some bulk heads from Home Depot, made of this material.

Are they safe to be used in a tank?
 
Its rated as excellent for sea water.
I have never seen bulk heads made from it though.
Its used for machining parts as a replacement for metal as its very hard.
I deliver large quanities of bar stock and solid round rods to a company that uses them for industrial machining.

A reef tank itself? I expect yes. In other reef applications, such as kalkwasser or vinegar dosing, I wouldn't use it as it may break down over time.

I could dose vinegar into the reef tank, but you’re taking about having it submerged in a high concentration of it, such as a vat containing it or a dosing tank?

I suspect intermittent dosing to the tank would be fine?

Correct. It's very low or very high pH that could be a concern. neither of those ever happen in an aquarium.
