I do believe some fish have minor ich but will medic harm the fish or tank if non are present or is it better to be safe than sorry and dose the tank as if ich was present?

It is a peroxide salt.

Reviews are mixed on that product with some claiming it helps and some claiming it does nothing and their fish died. Most seem to dose more than recommended.

Some reported issues with cleaner shrimp and nems.
