My new yellow tail I got 2 days was doing fine, then this. In the last day his eye has swelled a lot, and he's been near the bottom for a while. is there any chance of him pulling threw with treatment, or his he a gunner.

It looks like both eyes are swollen, with one much worse than the other. Is the fish still eating? If so, I wouldn’t treat it, it will probably get better on its own. If it isn’t eating, you would need to move the fish to a treatment tank and dose with erythromycin/Maracyn 1.
Eye damage is pretty common when fish are caught up and moved from one tank to another….

Fish will usually have a hard time seeing correctly when they have popeye specially when it’s both their eyes and this make eating harder and cause them to be less active.
I would treat with erythromycin and kanaplex in qt like Jay suggested.

Do not mix Maracyn 1 and Kanaplex. Ethromyacin is great for popeye. This is gram negative. Increase oxygen during treatment.
