Popeye - injury or parasite?

I had two damsels, one was being a little ****** to my other fish, so I rehomed him yesterday. After doing so, the other damsel's eye is puffed out. It's a little worse today than it was yesterday and now has white around the ring. He's also not eating. Wondering what to do at this point and could use advice.

This looks like post-injury and can easily be treated with ethromyacin(Maracyn 1) in a separate tank
