I have a 16g biocube that has cycled and has live rock in it. Is it okay to put a clown, blue tang, and fire shrimp in this tank (not all at once - just doing some research)?

Clown and fire shrimp is a yes

Blue tang is a definite no, I mean definite no. You need at least a 3-4 foot tank for a juvenile and then minimum a 6 foot tank once they start to outgrow a 4 foot tank.
Is that because they are so active or because of size? Why do they need more room than others?

They're a very active fish that can grow very big. In my opinion and what I believe is general consensus, a blue hippo shouldn't be anywhere near a 16g. I typically find them needing 4-6 feet of tank length and at least 100 gallons.

Agree with above. 16g is barely good enough to QT a blue tang. Good source for tank suggestions is liveaquaria.com.

+1 on the no for the tang but
A suggestion if you want something that looks similar to a blue tang but fits in your tank is a azure damsel or yellow tail damsel. I'm not quite sure how it would go with your clownfish on terms of aggression ( maybe someone else here can help with that ) but I've seen it done before

I have a 90g and the clowns and my damsel are the worst for aggression
