Potter's Angelfish (Centropyge potteri) acting odd

When I got home from work yesterday my Potter's Angelfish was acting very odd. He was hanging out below the frag rack. It appeared as though he could not move his mouth. His respiration was normal but he kept expanding his lips and getting agitated, though nothing seemed to free up his mouth. When I fed last evening he did not eat which is odd and again it was like he was unable to use his mouth properly. He got excited like he wanted to eat but again couldn't seem to get his mouth working properly. This morning he was about the same but did take a bite of some mysis shrimp. I have no idea what could be wrong. Tank parameters are as follows:

ph: 8.24
Temp: 77.8
Nitrate: 10 ppm

Any ideas?
