Powder Blue Tang Laying Sideways

So I have a powder blue tang in my 75 Gallon tank.

Background:
I had to take the sump offline yesterday in order to replace a baffle I had broken. I had installed the new glass baffle using silicone and waited approximately 18 hours while having a heat lamp pointed at the areas to help it cure faster. Today I added in freshly mixed RODI saltwater to replace what was taken from the sump and started my return pump again. (3 wavemakers were running during the downtime at full power in order to maintain water flow).

Before taking the sump offline my powder blue tang was perfectly fine. Swimming around everywhere and looked very healthy. Today when I saw him (before adding water back in) he was laying on his side, still breathing, or leaning up against a rock. He would try and swim once and while and does try to get himself upright but not very successful.

Assuming this is an oxygen depravation issue (or I'm completely wrong and it's something else) due to the sump being offline. I have my wavemakers point to the surface to get as much surface agitation as possible.

If anyone has any experience with a similar situation please help.

I did this last winter when I was new to tanks. Thought I let the silicone cure long enough (24hrs) filled sump started the system back up and my prized fish all died with in 2 days from silicone poisoning. Not sure if that’s your issue or not. Try adding carbon or moving the fish to a QT tank with fresh water and see if he comes back. Sorry I can’t offer more help. Someone else might have a better idea that’s just my experience with similar situation.

So I was carbon dosing as well ~0.2 mL of 80 proof vodka. The silicone poisoning I'm not sure of because the rest of my fish, corals, and anemone are all fine

Everything is doing fine, no heavy breathing from any other fish, and no other apparent issues with any livestock. Hope this helps clarify and makes this easier to troubleshoot.

It is difficult to remember that fish are not immortal. We have no way of knowing how old a fish is when we purchase it. If it is the only fish in the tank exhibiting this or other strange behaviors/symptoms, it may just be normal end-of-life.

I've never heard of silicon poisoning. But if you used a "aquarium safe" silicon, I can't see that being the issue.

Parameters:
What is your salinity/salt level and Tank temperature?
WHAT IS AGE OF TANK as it appears Very New. (this tang is best for an established tank)
What is ammonia and nitrate level?
How did you acclimate the fish?
Are you using tap Or RO water for tank ?

all silicone is reef safe once it is cured... well, all of them that don't have the mold inhibitors in them. Even reef safe silicone is toxic when wet.

Parameters are in the first reply of the thread. I do use RODI water and have tested my TDS and it comes back to about 7ppm. I used a 100% silicone with no mold additives so I'm good there. Tank is about 3 months old and parameters have been very stable for about 2 months.

When I got the tang (about 2 weeks ago) I floated the bag for about 30 minutes. Then drip acclimated for about an hour. I never introduce LFS water into my system just an FYI.

The tank is still "new", but I feel like when we use that, its just a way of saying that the parameters in the tank have not stabilized (which I could be wrong but just my understanding) but I am nuts about testing my system so I test about every other day so I am pretty confidant in the integrity of my parameters.
