The nitrates that shark produce can get as high as 80-100 but stay in the 40-50 range for nitrate. Can a powder blue tang survive this?

It always depends on each particular fish, and some are more sensitive to nitrates than other. Tangs in general are not weak fish, but high nitrates does affect them in a negative way. A powder blue may survive it but will not thrive with high nitrates. Also I would imagine you probably want more of an aggressive livestock with the shark.
