Powder blue tang

You can also print a picture of other tangs that look similar to the bullies and tape it to the side of your tank. I did this as well as the mirror thing with my yellow tang and it worked. Also the rock re-arrangement is a good idea. I put my tang in the sump for a few hours while I re aquascaped and then I put my blue tang in first and waited a little while before putting the yellow one back in there. My yellow tang didnt even look at the blue one. It has now been 1 year after that and they seem to like to hang out together, I have seen virtually no aggression.
 

Depending on how serious you are about the pbt's success, I did this method. But it may not be feasible for you. I had an entire tank crash so was starting from scratch. There was a yellow tang in the system first. He bullied the bajeezus out of the PBT when added. I could tell he wanted to kill it. So I needed the PBT to own the tank. I have a large sump/display fuge and the yellow is a juvenile. So I was as to catch him and make him live in the sump for two weeks while the PBT claimed the tank. Then added the yellow back. It sounds like this may be quite a bit more difficult for you however, due to the size and amount of tangs, etc. Best of luck though, PBT's are my absolutely favorite fish, just beautiful
 
The pbt is my favorite fish. Things have calmed down. They are leaving eachother alone at last! We used the breeder cup for a couple days and have totally changed everything in the tank.. Rocks corals etc. He still doesn't come out when we feed everyone but he is less stressed and coming out every now and then.
