Power Head needed for fish qt

I have a 20 gal hex. I just removed the 6 fish in there and returned them to their tanks after going fallow. I noticed a build up on glass and the pvc tower of algae and some cyano. I suspect flow or lack of flow to be an issue. Should I put a powerhead/circulation pump lower in the tank to avoid these issues with the next batch of fish to go into the QT in a week?

I redid the tank, saved half the water, put new live sand, have 2 rocks that were in there for the last 1.5 months, and some new decorations. I'm going with observation, and if treatment needed, use a hospital tank if I can't treat in the QT.

I changed my power filter to a new one, an Aqua Clear 70, (40-70 gal) which is way more filtration than needed (has a nice media basket not those stupid cartridges). I have sponge, carbon and purigen in there currently, and I also have a small canister filter as well which house sponges, ceramic rings & filter floss. The two ripple the surface but as the hex is tall, not sure flow below. I can turn the spray bar to point down.

I bought a powerhead that can also be used as a circulation pump/wave maker but not sure that isn't too much for such a small tank.

I can post a pic tomorrow. Tank is still cloudy.
 
How often you do a water change on the QT and how much?
 
I probably do a 5-10 % every week. Or 2. I did have medication in that tank before so it didn't get the changes as often until after the 30 days of copper. It's a basically clean start now, except for half the water and the 2 rocks and some bio ceramics in the canister filter. I have a sponge in my sump to add. I also have some sand and rubble in bowls to also add that are collecting pods from the main tank to add. There are pods there for a mandarin. When I get a new batch of fish in there, I'll be vigilant with the WC's.
