Power outage or sick fish

Hi i have a wasse that i need help with. We had no power all day today 6 hours of no power and when i got back home my fish is laying down and it normally hides when the lights are off but now she is swimming crazy crashing into things and has a red spot on her belly that looks like a cut kind of any suggestions?!?
