I have a 20 gallon high tank and I just bought a icecap 1k and its running at a constant 10% and it seems like my clownfish are struggling... I have read that they are bad indicators of a strong flow what should my flow be on? please help!

No I don't. You'll have to play with it to find a sweet spot.
