Does this needed to be plug in the wall outlet to work? Can it be plug in the power bar? My tank is near the wall outlet and those two outlets already used by two power bar. Will it work if I plug to the power bar and connect it to Apex?

Get a google mesh network or ubiquiti mesh network. Works like a charm. Those adapters your looking into are a waste of money.

I've never personally had these work through powerbars or surge protectors. For various reasons about how the signals are sent over the power lines, many of these powerline network adapters just don't work unless they're plugged directly into an outlet. You can get outlets that have AC passthrough. These devices allow you to plug the adapter directly into the wall, then plug other AC devices into the outlet on the adapter. Just read the reviews on these devices so you can be sure they won't block the top outlet. Some of these devices are pretty chunky.
Also, for what it's worth, the product you showed in your first post does not appear to offer wifi. It will only work using a physical network cable. You will have to specifically search for a wifi extender if that is what you want. I personally prefer powerline network adapters without wifi functionality, as they're usually cheaper, more reliable and easier to set up. But that's just me.
