Prime HD or Prime 16HD

Hello, I’m thinking about getting the HD+ or the new 16HD, the price difference is about 45$, is the new light gonna be that much better?

I also plan on putting this on my 13.5 gallon with the 18in flex arm, is this going to be too strong or not spread enough?
