Problem with in sump protein skimmer

hello. New here. First tank I’m am firing up a used but cleaned reef octopus xp 1000 sss skimmer and it either immediate fills collection cup or a large glow of micro bubbles and agitated water flow from the gate valve exit. It’s been very frustrating. I let the collection cup drain with it running over night and it had not settled down. Any ideas?

Even a used skimmer needs a break in period if it has been cleaned.

It could be in too deep of water. You could have reassembled incorrectly. You could have the adjustment backwards (increasing the air flow when you are trying to decrease). Any residue from cleaning should be gone by now since you ran it for 12+ hours. Give it a break in period once you are certain you've assembled correctly and have it in the correct water depth. Raising it for a period of time can help with the overflow as well during the break in period.

When I open the gate valve even a little bit, a ton of agitated bubbles water flows out of the gate valve outlet. Is that normal?
