Problem with zoas and hair algae! Help please

hello, I have been purchasing zoa frags in the hopes of growing a zoa garden. But lately the zoas are either not opening, not opening all the way, or opening during blue light periods and closing during the white light period
Not sure if this matters but I also have a green hair algae outbreak.
My nitrates are at 0 using Red Sea kit, phosphates are 0.08.
I use an Ecotecch Radion light. White light is on for 4 hours and blue lights are on for 8 hours.
About a month ago I dipped some zoas in Revive.
The tank is a nano - 28 gallon Red Sea tank. Have a skimmer running and a UV sterilizer too. I have 3 hydro power heads going. I do regular water changes. Every 2 weeks and I definitely do not overfeed.
I have 2 DaVinci clowns and one dottyback

Any ideas on what could be happening with the zoas and as a side question how do I get rid of the hair algae?

Am also considering the radion wavemaker mp10

Would the add too flow to the zoas?
 
Normally, the mix of color in our lights is the other way around, goes from only blues to blues and whites and then back to only blues. Can you post how are you running your lights?
