Problems with Montipora and general coral growth

Hello, I need some answers. I will post more pictures tonight. I just had these on me right now. 150 gallon tank has been up since March 2017. I am not seeing coral growth at all. My biocube had so much growth in a matter of weeks back in the day.

Lately I have had an outbreak of bubble algae all over the rocks! My chaeto stopped growing in the sump.
I will double check my parameters tonight.

Tank 150 gallon
Lighting- 3 Kessils A360 about 5-6 inches above water. Max out at 50% color, 60% intensity.
PH- 8.3
Nitrates- 10-15 recently, but usually it is zero.
Alk- 7.0- I have lots of trouble keeping it higher even with dosing all the time
Calcium- 460
Phosphates- Expired API kit (2015) shows Zero
I run a dual BRS carbon/gfo canisters.

surprised the Foxface isn't eating the bubble algae... I'd recommend getting NO3 down to >5 while increasing PO4 to 0.03 (only use GFO if PO4 gets above 0.10 instead of running it 24/7). Tank should not be too clean as corals need some PO4 to grow. Oh also, pls get an updated PO4 test kit, expired kits can give false readings.

I assume I need a Hanna test kit to be that accurate? Also, I have a BRS dual canister for the carbon/gfo. I would have to turn both off then.

Isn't the bubble algae there because of PO4?
 
My Tds meter says 11 for the rodi water
