Prop tank questions...

Alright, I am planning on setting up a prop tank in the very near future. I was thinking a 33long - 40long. I will be putting 2x150watt 14K Phoenix's and 2x96 watt Actinic PC's over it. Am planning on zoos/palys, LPS, SPS, and Clams. For filtration it will probably be a sump with overflow system, or if that doesn't work out I also have an Eheim Wet/Dry Canister (2227) system I really like.

Now my questions are:

For growth, will the 14K phoenix's be a good choice or should I do one 14 and the other 10K? Same question for the PC's... should I leave them as actinics or should I use 50/50's instead or 10K's?

What should I do about powerheads? Where should I put them in the setup, how many, what kind etc?

Should I use Live Rock in the prop tank? I was planning on just making a huge frag rack setup if possible, so if I did live rock it would go behind/underneath the rack...

Should I go barebottom or use live sand?

Should I have fish in a prop setup? If so, what kind would be a good choice?

For cleaner crew, was thinking a bunch of blue hermits... What kind of snails would be best?

Anything else I missed let me know... This will be my first one so I want to try and to it right. Anyone that has one setup and has pictures they could PM me that would be great as well.
