I'm considering putting in a unit of Pentair HO 80W UV on my system as a preventive measure in case of any disease outbreaks if something slips past my QT protocol. I understand that it will not eliminate the issue in this case, only manage.

Manufacturer recommends 450GPH flow rate for protozoa but in the Reviews section, someone mentioned that "to be effective against disease such as velvet or ich, the water throughput should be no more than 240 gallons per hour not 460 gallons."

What is the proper flow rate that you would recommend for this size unit?

The more contact time with bulb the better results of reducing protozoa activity. Install with gage valve and fill bucket for one minute. 150-250 gallon per hour is most effective. How many gallons is your tank though?

One reviewer said something with no explanation or reference. I'd trust the manufacturer's data unless there's some specific reason not to.
