Proper sized UV sterilizer

When determining the correct size of a UV sterilizer should it be based on total system volume or display tank volume? I have approximately 330 total system gallons but only a 215 gallon display tank.
 
I've always sized everything for more than total water volume. Some times manufacturers over rate their equipment. On the other hand, if you have a lot of rock, that'll lower your overall volume.
 
So I'm thinking either a 40 watt or the 57 watt uv. Where would you place it in your system? I have the 215 DT sitting over a 120gal sump (half filled) my return pump shoots water to my 40 gal frag tank which gravity feed to my 40 gal refugium which then empties back into my sump.
A couple of questions: how to you supply water to the UV? Separate pump?
Would the UV screw up the chaeto in my refugium?
 
In my tank, the amount of liverock displaces about the same amount of extra water that is in my sump, so it all evens out....in my head at least :) For example, if you have a 75 gallon tank with live rock, you don't have 75 gallons of water. Obviously if you have a 75 gallon tank and a 300 gallon sump, then that won't apply.
