Proper skimmer flow/foam levels

So yes I did search and found a lot of useful information but I'm still very confused. I have an older external PM protein skimmer that I want to make sure I use/setup properly.

I just want to make sure before I go home that I have the flow levels and foam correct as at first when I fired it up I started dripping water/foam in the discharge.
