Proper Skimmer Setting?

I apologize if this has been answered 1000000 times but when tuning in your skimmer is there a specific level you want the bubbles to sit at?
When cleaning your cup do you turn the skimmer off, lower level or just let it flow until cup is returned?

it kinda depends on how "wet" you want to skim, but you want the bubble to be at the top of the neck.

You definitely want to turn it off before emptying the cup, well at least on my vertex you do. If I unscrew the cup while its pumping, it would make a serious mess/spray everywhere.
