Protein Skimmer Continues to Overflow

After water changes for my 400 gallon tank, the Red Sea Protein Skimmer always overflows the container and doesn't stop. The water is clear and I turn the air value to it's minimum but that doesn't stop the bubbles overflow?

What red sea skimmer model? How high is the water in your sump?

I don't know Red Sea skimmers, but mine works just the opposite....air valve wide open and adjust water/foam level with the water outlet valve.
