Start with low flow/air exchange. With enough inorganics, it will start to produce foam and you can then adjust the air control accordingly

First of all the operating height should be followed according the skimmer manual. Usually 7.5 to 9 inches.
Let it run with open valve to get the pump and skimmer primed up by the tank. water and then slowly adjust the valve to your liking.
Mostly the height and then the trying to rush is the main issue that the new skimmer take. longs to. break in.
