New skimmers need a bit of time for a break in. But it should make bubbles at least in the chamber. Do you have the airline connected?
If you want a fast break in time, remove it and give it a vinegar bath to remove the resin in it. That'll at least help out.

I have used the bc skimmer in my 3 bc setups. They take a few days to break in. What I found when I used it is to take the extra lime wood air stones that you get, and put them in the middle chamber so that they can soak. The "break in period" for these are that the stones need to be saturated. Just put the extra one that you have in the middle chamber so that it can absorb the water, and will be ready to go when you need to change them. That's what I always did, and always worked great from the get go.

No problem. They do need to be changed. They are just like any other air stone. Where they will start to fade out. Meaning not producing as much as they once did. After the skimmer starts to do its thing you will be fine, but after it starts to not produce as much skim and more water you know it is time to change it. You want the air inlet to only be open where the bubbles come up about a 1" - 2" under the collection cup. But that all depends on where you have it mounted at. So just use a little judgement on it.
