It appears to be assembled correctly. Now hang it on the back of your tank with the two pumps in the water. Adjust the screws at the bottom of the skimmer so that the skimmer body sits perpendicular to the tank. Plug it in and now adjust skimmate collection by moving the collection cups up or down.

Note there will be a break-in period, especially if the tank is also brand new with minimal stuff to pull out.

EDIT TO ADD:

Now I'm not sure I'm seeing the O-Ring around the bottom portion of the skimmer collection cup. This allows the frictional fit within the main body, and holds the collection cup at the various levels, up or down.

I hope I have done this correctly once in how do I want the collection cups at what height . It all very new for me . I want to understand how it all works before I just dump it in . Do the sponges look correct?

You can't adjust the collection cup height until it's in the water and plugged in making foam. You'll move the cups up or down to allow dry or wet skimming, respectively.

To be on the safe side, start with the cups all the way up. Plug it in and look at the foam the skimmer is making. Now start to lower the cups until the foam is going about half way up into the neck. At this point I'd leave it be for a while to let the skimmer break in.

Again, if it's a brand new tank with no fish, it really won't skim much, if anything.
