I'm planning on adding a skimmer to my sump but my concern is power outage and overflowing. I ran multiple "power outage " test where I flip the power strip to off and it leaves about a 1 inch and a half gap to where it needs to be to spill. I was thinking if I add a skimmer designed for a nano cube but I doubt it'll skim anything.

Question: is there a skimmer where water doesn't return when powered off?
 
I don't think you need worry about it. Most the water in the top portion of a working skimmer is highly aerated so it's mostly air up there. Your water level in the sump will barely rise. An inch+ should be enough to handle it.
