Im looking for a cheap skimmer (under $40). I will have corals, hard and soft, fish, inverts, and eventually an anemone. I would appreciate any help.

Probably won't find one unless used for that price. You also won't need one for a while just starting up. With a small tank it's easy to just change 50% of the water when ever you feel like it. Check bulkreefsupply.com in their skimmer section for nano skimmers. Pick one and save up for it.

I view a skimmer as just as needed for gas exchange and ph as I do for nutrient export. Even if my nitrates bottomed out I would still never turn my skimmer completely off

As long as the surface isn't stagnant, meaning surface skimming and good water movement, you get plenty of gas exchange at the surface IMO. But that brings up a good question to the OP, is the tank an AIO or do you use a sump or are you looking for like a hang on back skimmer? Tell us a little more about your setup.

but some of us enjoy top downs....... I use a skimmer exactly for this reason too
