Hi
Hope someone can help. Woke up this morning and my puffers face looked like this.
Waters fine, haven’t seen any fish go for him all day. Any ideas what it can be????

Hello and welcome to R2R! Would you be able to take another picture so we can make out what's blur/glare and what's the actual fish? Could you elaborate on what "face looked like this" means? Can you describe what you see as it may be more than what can be discerned from the picture?

Any "white-ish" areas like that should be a focus of concern. Looks like it could be a bacterial infection. At a minimum, I'd consider giving the puffer a 60-90 minute bath in Ruby Reef Rally. It contains both antiseptic and antibiotic qualities. If no improvement, treatment in a QT with NFG (nitrofuracine green powder) or the "trifecta" of Kanaplex + Furan2 + Metroplex.
