Puffer question

Hi R2R.
Please can you help answer this question about my puffer. I have had him 2 weeks and now he just swimming very slowly on the bottom of the tank and sits underneath the rocks. Before he was everywhere. Yes I know it is a small tank but my bigger tank is still cycling. He only eats a couple of bites of a shrimp then leaves it. My water readings are. Ammonia 0.25 ( 2 days ago was 0.0) nitrite 0.0, nitrate 0.0. Salt level. 1.025- 1.026 same the LFS and what I have always had.

Help or am I being paranoid.i see his skin is a little lighter in colour than normal and I read that is a sign of a sick puffer.he just does not seem very active to the puffer I had many years ago.

I agree with humble. The ammonia is the problem. This tank looks very new so I question whether it's cycled fully as well. Prime and water changes are a must. Keep us posted! :D
