Puffer suggestion for 40 breeder

All puffers are not predatory except to inverts like snails, worms and crabs. It depends on the species and individual puffer.

haven't personally owned them, I know multiple people own and owned puffers for years, some are less agressive than others, but they are for the most part defensive about their food. This is an issue with timid fish, or other puffers, but you can keep them with fish from other niches that will leave the puffer alone, or are big/tough enough to not care about the puffer making a fuss.
